If actions are influenced by unobserved factors that also affect rewards, standard OPE can be biased.

What to do

• Run sensitivity analysis to obtain partial-identification bounds.
• Use proximal OPE when you have valid proxy variables.
• Report assumptions explicitly in analyses.
